Parliamentary Commission report discloses responsible leaders of the big corruption case (Richmond-saga: faked contracts for power generators).

After corruption allegations, Prime Minister Edward N. Lowassa and the ministers Nazir Karamagi and Ibrahim Msabaha resign in February, later also A.J. Chenge. The cabinet is dissolved by Kikwete and Mizengo Peter Pinda is appointed new premier. The cabinet is reduced to 26 ministers (formerly 29). Although it entails only 6 new members, it is a sign for a new democratic culture in Tanzania.

Kikwete initiates the discussion about a renewal of the Leadership Code (Nyerere, 1967), noting the conflict of interests for political leaders with own private businesses.

Public discussion, fuelled by CUF and CCM-ZNZ, about the status of Zanzibar: Is ZNZ a state, a nation or a semi-autonomous part of the Union.

Invitation of FES (Peter Häußler and Wilman Kapenjama) by Hon. John Zephania Chiligati, MP, to visit the new Parliament (Bunge) in Dodoma and agree on cooperation with CCM.

Invitation of CCM Secretary (ideology and publicity) and Minister John Chiligati and the Deputy Secretary General of CCM Youth Wing, Faida Mohammed Bakar, MP, to SPD and FES in Berlin and Bonn in September. Topics: parliamentary work, party organization and reform policy.

Awareness workshop and training on women and children rights in Mbeya. Minister for Education and MPs participate and promote that women's rights are human rights.

Renewal of the cooperation with the Zanzibar Trade Union Congress, ZATUC, and the new leadership (General Secretary Khamis Mwinyi Mohammed).
